First Minister completes her ministerial team.
Kate Forbes is to become Scotland’s Minister for Public Finance and Digital Economy, working with the finance secretary on managing the Holyrood government’s budget and on tax policy.
The Chartered Institute of Taxation welcomed the appointment as one that acknowledged the increasing importance of devolved tax decisions in the day-to-day business of government.
Commenting that the Scottish government has always been open, constructive and consultative when engaging with professional bodies, Moira Kelly, chair of the CIOT’s Scottish technical committee, said: ‘We hope that this post will represent another important step forward in terms of further strengthening parliamentary scrutiny of these decisions and their interactions with – and consequences on – the wider UK tax regime.’
She added that Holyrood should consider introducing an annual Scottish finance bill ‘as a more efficient and effective means of scrutinising and amending tax legislation’.
