Comments invited on recent draft legislation.

HMRC has published the draft Social Security (Miscellaneous Amendments) Regulations 2017.

These set out the National Insurance changes to transfer responsibility for the operation of PAYE to public sector engagers from 6 April. From that date the intermediaries legislation will apply to individuals paid for off-payroll work in the public sector.

The corresponding draft legislation for income tax was published on 5 December 2016.

A revised version of the draft Finance Bill legislation introducing deemed UK domicile rules for income tax capital gains tax and inheritance tax purposes has been released. It provides an exception for protected foreign-source income of overseas trusts and additional conditions for transfers from mixed funds. See tinyurl.com/hlhtp37.
