The government is consulting on abolishing class 2 National Insurance contributions and introducing a benefit test into class 4 National Insurance for self-employed workers.
Class 2 contributions give the self-employed access to a range of state benefits. To ensure this can continue, the consultation considers how self-employed individuals could build entitlement through class 4 payments.
Given that this is a complex area, no timetable has been set for these reforms.
