Duplicate records

HMRC have installed a fix for duplicate records. Employers are advised that, if the start date for a new employee has changed, they should update their payroll system but not submit a second start date on the full payment submission (FPS).

Further problems arise for employees leaving their job if the leaving date changes or they change their minds and stay. Occasionally employees are set up as leavers due to a manual error.

If a P45 has been issued to the employee who decides to stay the employer must give them a new payroll number but should not enter another start or leave date on the FPS.

This may cause operational issues if the payroll system does not allow the employer to add notes to the employee’s file. The change of payroll number and omission of a start or leaving date may cause confusion later...
