HMRC plan to publish new pensions guidance in draft form in early spring. The Pensions Tax Manual (PTM) will replace the current Registered Pension Schemes Manual (RPSM).
The transition of Revenue pensions content to GOV.UK means some RPSM guidance aimed at scheme members and their advisers, employers and scheme administrators appears on the pension pages of the government web hub.
The focus of the PTM will be to provide technical guidance on the pensions tax rules, but it will also incorporate areas of guidance previously located in the scheme administrator pages.
The new manual will have 16 chapters and provide just one level of guidance. It will feature guidance on pensions flexibility, to include reporting requirements and international issues, as well as the recent annual allowance order. Standalone guidance on both asset-backed contributions and individual protection will be wrapped into the PTM.
A two-month consultation period will follow the draft publication, after which the manual will be updated. The RPSM will then be removed from GOV.UK but will remain in its full form on the National Archive site.
