HMRC’s debt-handling methods face the 21st century

The tax gap from non-payment is around £4bn a year. To reduce this HMRC need a 21st century debt management system that is efficient and robust in its tax collection while still showing an understanding attitude towards individuals or companies that have some difficulty in paying.
