The plans, which follow a consultation held earlier this year, feature a recommended cut to the processing time for donations from 60 to 35 days, allowing charities to take collection of the money promptly.
Other changes include improvements to the government’s web pages to provide an online presence for donors, employers, charities and payroll giving agencies, and a series of working groups to discuss how the payroll giving process can be further enhanced.
Payroll giving raised £124m from 750,000 donors in 2012/13. It enables workers to donate directly from their salary through their employer, meaning the money is free from income tax. The recipient charity receives the full amount upfront, rather than having to reclaim the tax later, as through the gift aid system.
