Admitting that “take-up of the National Insurance holiday so far has not been as strong as expected”, David Gauke said about 20,000 businesses had registered for the scheme to date and it was estimated that it was supporting some 70,000 jobs.

He added that the government had considered the case for extending the holiday to all micro businesses, but concluded it was best kept as a “targeted scheme for those areas in most need of employment support”.
