This year’s Budget has been all about news management (or the lack of it). It has also been a Twitter event: a democratisation of opinion; dare I say it perhaps even a kind of Budget Spring.

Listening to the Budget was like hearing old news. It seemed that everything had already been in the press apart from the age allowance change – immediately labelled on Twitter as #grannytax.

Then the VAT changes also started to be appreciated and...
