No to using public facilities

I question whether government ministers should be ordering small businesses without computers to go to libraries to file their VAT returns (on pain of a penalty for not filing online).

Responsible institutions conducting online business (I’m thinking of building societies, for example) exhort users to keep themselves and their confidential financial data safe by not accessing their services from libraries, internet cafes and other public places.
