The draft Finance Bill proposals are, on the whole, a good start, says MIKE TRUMAN

KEY POINTS

  • Basic rate band change will significantly increase higher-rate taxpayers.
  • No annuity at 75 is not the most radical of the pension proposals.
  • ‘Disguised remuneration’ is a different approach to legislation.
  • Anti-forestalling rules have immediate effect.

So this is the new way of making tax law – the full draft legislation for all the major changes available four months before Parliament starts to debate it.

I had always promised that a change of government wouldn’t stop me being rude about the failings of Treasury ministers but it has to be said that this lot seem to have made a good start.
