MIKE TRUMAN interviews the Permanent Secretary for Tax, Dave Hartnett, on the past, present and future of offshore disclosure

Dave Hartnett has been courting the news media recently. Fresh from his performance on YouTube (which got some publicity when it was hailed as possibly one of the most boring clips on the site) he had been on Working Lunch the day I went in to see him.

The reason for all these media appearances was of course to publicise the new disclosure opportunity and the deadline for registration under it which is fast approaching.

However I started our discussion by taking him back to the original offshore disclosure facility (ODF). Hartnett said HMRC were really pleased to have been able to raise £400 million ‘without breaking sweat’ as people came forward and disclosed their liabilities.

Nevertheless they were surprised to find a lot of anecdotal evidence that many people did not come forward or that having registered they did not...
