Despite the fact that the country has fallen on tough economic times foreign businesses are continuing to expand and set up in the UK.

That having been said the manner in which the Government has introduced tax regulations that befall non-domiciled residents in the UK has been catastrophic and should raise more concern.

Just before the Finance Bill was published on 21 July this year the Government announced that it would be reviewing the provisions — surely tantamount to an admission that the new law is flawed.

While it is admirable of the Government to acknowledge this it remains true that the process was badly handled and that a postponement of the introduction of the law until April 2009 would have been a more pragmatic solution for non-domiciled residents and their financial advisers.
