How should a UK adviser deal, or not deal, with claims to the USA's tax stimulus payment?

We have two clients who are US citizens but who live in the UK. One must complete a US tax return each year (he does this himself); the other does not have to file a return because of the level of her US income.

Both clients have recently received papers from the US detailing the 'stimulus payment' for US citizens. We have advised each of them that we cannot assist with these payment applications as we are not authorised to act as US tax agents and nor do we have the expertise required. Unfortunately it seems that the cost of obtaining specialist help for them is likely to exceed the value of the stimulus payment itself ($300).

I have checked the US embassy website but it is not able to assist anyone with US tax returns etc.
