What expenses can be claimed for a new business venture in Europe?

Until recently my client was a self-employed general builder working in the UK. 

While on holiday in Spain and Portugal earlier this year he recognised that there were property development opportunities in those countries.

He has therefore recently ceased his UK business and intends to purchase improve and refurbish and then resell properties on the Iberian Peninsula.

He has recently visited Portugal to look for suitable property and incurred costs getting there and travelling around the country (air fare car hires etc.) as well as accommodation and subsistence costs during his two-week stay.

No property purchases have yet been made but he is actively looking for properties researching the market talking to estate agents etc.

At present these activities are being carried out from his home base in the UK although depending on how things go ...
