I want to start by thanking Paul for that introduction and in particular by thanking him and the Tax Faculty for inviting me to give this lecture. The 2004 Hardman lecture given by Gus O'Donnell was the first major event that I attended after becoming editor of Taxation in August that year and I've been fortunate enough to hear both the subsequent lectures from Loughlin Hickey and Judith Freedman. Given the standard set by the lectures I have heard and the ones that went before them it was a massive surprise as well as a great honour and a seriously daunting prospect to be asked to give this year's lecture.
