Subject: 'Offshore Disclosure Facility'

HMRC is seeking applicants for a new 'helpline' to deal with enquiries on the 'Offshore Disclosure Facility'. This will be a high pressure job as many of the callers may not be in the happiest frame of mind. Job applications should therefore include suggested replies to the following possible questions.
'Why must a UK resident pay tax on offshore income whereas someone not UK domiciled but receiving the same benefits of living in a (reasonably) liberal western democracy with a (relatively) low murder rate free press and where the dustbins are emptied on a regular basis does not?'
'Why is it that someone who runs a large public company can have the shares owned by his non-resident wife so that the dividends can be received by her tax-free and without the settlements...
