Perhaps the fact that the average amount of inheritance tax being paid adds fuel to the 'abolish inheritance tax' campaigners, as it is presumably indicative that many smaller estates are being caught by the tax, although Ms Primarolo added that only 6% of estates pay inheritance tax.
