The number of penalties issued in respect of late self-assessment tax returns for 2004-05 was 876,000. The penalties paid to date is £39.4 million. Commenting on the considerable difference in the penalties issued and collected, an HMRC press spokesman says that penalties might be capped or cancelled because 'there is no tax charge for the year, or all tax for the year has been paid at source or payments on account cover the whole tax charge'. How many remain uncollected because they were wrongly issued in the first place or were correctly issued but remain uncollected, was not clear.
