The goals of HMRC

Giles Goodfellow quoted the following statement: 'a key part of the Government's approach is to encourage voluntary compliance but it is also determined to take vigorous action against those who choose not to comply. HMRC will therefore need to have the powers and tools to enable it effectively to combat criminality fraud and avoidance'.
The speaker pointed out that no one has yet come up with a valid definition of avoidance.


Prosecutions

A new Revenue and Customs Prosecution Office (RCPO) has been established said Giles Goodfellow. It is a separate office with a Director appointed by the Attorney General. The functions of RCPO are:

  • To carry on prosecutions instituted by HMRC subject to power to discontinue.
  • To initiate prosecutions arising out of criminal investigations by HMRC.
