Customs will deal 'sympathetically with all businesses who are seriously affected by the foot and mouth outbreak' said Dawn Primarolo in reply to a written question. She added that where this resulted in a 'time to pay arrangement' to pay outstanding VAT default surcharges would not be imposed during the term of the agreement.

The Chancellor was asked to make a statement about his policy on the taxation of personal service companies.
