Today has been declared the first international day of happiness by the United Nations. Instead of thinking only about our economic wealth we are supposed to be focusing on the interests of our fellow citizens.
Hmmm. I am not sure that anyone mentioned this to George Osborne who spent the first few minutes of his 2013 Budget speech when he was not being interrupted by members of the opposition talking about the economy borrowing interest rates Cyprus the GDP and other gloomy subjects.
On the other hand he introduced an injection of happiness at the end of his speech by talking about the much vaunted £10 000 personal allowance.
With considerable taunting of the opposition’s change of heart about the 10% starting rate of income tax the chancellor...
