When considering which tax to remove from the UK system there are three main questions to consider.

These are:

  • How much revenue does the tax in question raise?
  • How complicated/expensive is the administration of this tax (both to comply with and to collect)?
  • How does the tax affect the behaviour of the population to which it applies?

The clearest options for removal of a tax from the UK system would thus be any tax which does not raise a significant amount of revenue which is complicated or difficult to comply with and whose removal will either not affect most of the UK population or preferably will create a positive change for those it does affect.
