Lords to investigate avoidance measures and new tax checks

The House of Lords economic affairs Finance Bill subcommittee is inviting contributions to its inquiry on the draft Finance Bill 2020-21.

The lords will focus on three areas related to HMRC powers:

  • new proposals for tackling promoters and enablers of tax avoidance schemes;
  • new tax checks on licence renewal applications; and
  • amendments to HMRC’s civil information powers.

On the proposals for tackling promoters and enablers of tax avoidance schemes they would like to receive evidence on:

  • the effectiveness of HMRC’s existing powers in this respect;
  • experience of the promoters of tax avoidance schemes (POTAS) and the enablers rules in practice; and
  • the likely value of the proposed measures against promoters of aggressive tax avoidance schemes and in informing and deterring potential scheme users.

On licence renewal applications the lords are asking for views on:

  • whether the proposals for tax checks on licence renewal applications fair and proportionate;
