The Autumn Finance Bill 2022 and explanatory notes were published on 22 November 2022. The bill has only 14 pages, 12 clauses and no schedules. It legislates for the key tax changes announced at the Autumn Statement, including raising and extending the energy profits levy, maintaining income tax thresholds at their current levels, lowering the additional rate threshold, the reductions in the dividend allowance and the capital gains tax exemption threshold and the new research and development relief rates.
The government will publish another Finance Bill after the Spring Budget. This second bill is expected to include the measures for which draft legislation was published on 20 July 2022, as well as the remainder of the announcements made at Autumn Statement 2022.
