The Public Bill Committee began its scrutiny of the Finance (No 2) Bill on 9 January. Albert Owen was in the chair and after a reminder of procedural matters including that no hot drinks are allowed in the committee room he invited Kirsty Blackman (SNP) to speak. She called for the committee to be allowed to take evidence as suggested in the Better Budgets report by the Chartered Institute of Taxation the Institute for Government and the Institute for Fiscal Studies.
