No chance for reform?

Our printing schedules do not allow me to produce my editorial in pencil and my suggestion that we should give away a free eraser with every issue did not go down well. So I will just have to hope that by the time you read this events will not have overtaken me.

Once the chancellor lost control of the politics it was inevitable that he would have to rethink his National Insurance rise. I suppose the one thing that can be said in his favour is that the decision was made quickly and it does seem that he has managed to hold on to his job. Politics aside what concerns me is the prospect for future reform.

A strong case remains for a proper review of the boundaries between employment self-employment and personal service companies and it is surely inevitable that it would end up recommending changes to...
