Does a previous partner have continuing liability on debts to HMRC?

After being in business with my brother for a number of years in March 2016 we decided to dissolve the partnership. A minute of dissolution was drawn up by a lawyer and this was witnessed and signed by both parties. The ongoing agreement was that my brother would take on all profits assets and outstanding debts. The agreement clearly states that he ‘shall be solely liable for all debts and liabilities of the business to wholesalers HM Revenue & Customs and any other creditors’.

I recently received a letter from HMRC in my name but with reference to the company which states that there is an outstanding debt of £22 000 relating to construction industry scheme and National Insurance liabilities for 2014-15 and 2015-16.

I am looking for advice as to whether the minute of dissolution removes the liability for this debt on my part? Also can...
