New group reviews high-level PAYE matters

The inaugural meeting of the taxman’s new employment and payroll group is set to be held on 4 December.

Trade bodies will be joined by software developers, small and large employers, and payroll bureaux to provide primary route through which the Revenue and other government departments will discuss PAYE operational issues with the employment and payroll sectors.

The aim of the new forum is to allow HMRC to tell members about large changes in policy and processes. It will  have regular updates from offices across government, concentrating on the most pressing operational issues and carrying out a structured follow-up process so that issues can be escalated quickly to the tax authority.

The Revenue’s director general for personal tax, Ruth Owen, said the group was the result of a “review of stakeholder engagement, and is intended to be HMRC’s principal consultation forum for employers and their intermediaries”.

She added that the group will provide a “forum through which members can raise and discuss issues or problems in administering payroll obligations or in relation to employment tax issues more generally”.

The new arrangement subsumes three existing groups: the employment consultation forum, the payroll consultation panel, and the expenses and benefits group. Meetings will be held four times a year, co-chaired by HMRC and the Chartered Institute of Payroll Professionals.
