'When I think what I might have had' is one of those memorable lines of Sybil in Fawlty Towers. As no one would wish either Sybil or Basil ('don't drive over any mines dear!') on anyone romantically it is difficult to envisage what Sybil thought the better alternative might ever have been.
It does however seem a good remark to apply to this Budget. We all might have wished for scores of minor injustices in the tax system to be given attention but it seems that we will just have to dream about what we might have had. The list would be pretty colossal. Every year the major Institutes put in Budget representations and every year they are regularly ignored. Perhaps this year's wildest dream was that there would be some...
