Tolley Tax is reporting on an automated HMRC email response to a requests for a user ID that included a reminder to “file your tax return online before midnight 15 February to avoid receiving a penalty”.
The extension is said to apply to taxpayers who enrolled for self assessment online between midnight on 21 January and midnight on 31 January 2014 or requested a replacement user ID or password in the same period.
UPDATE 31 January: A Revenue spokesman said the extension was standard procedure, but tax was still due by midnight today in all cases.
He added, “After 31 January, you are late. However, we don't want to charge penalties. The most important thing is to get the returns in. If someone has, for example, lost their code and/or PIN and realised they have left it too late, we will allow a bit of extra time to get... a new PIN.”
The situation does not apply to people who were previously not in self assessment and have not informed HMRC about their liability to the high-income child benefit charge (HICBC). The tax department will not issue a notice completion of a self assessment return until the issue of the HICBC liability has raised by the individual.
The spokesman said, “The deadline for filing a self assessment return for someone who has not yet notified they are liable to HICBC will be three months seven days after its issue [sic]. This means the 31 January deadline is not relevant to people without a UTR.”
