Bosses should contact the Revenue’s employer helpline on 0300 200 3200 if have not reported because they no longer pay staff members, or because their PAYE scheme has closed or is no longer operating.

HMRC believe many schemes can be closed because they no longer have employees linked to them. Employers who are required to operate a scheme for expenses and benefits should submit a nil employer payment summary (EPS) each month, or contact the taxman to change the scheme to annual and then send a nil EPS once a year.
Tax officials will not write to employers who have registered their PAYE scheme as an annual scheme.
