Goodbye, DAR

Disadvantaged areas relief (DAR) is to be abolished for transactions with an effective date on or after 6 April 2013. All claims to relief for purchases of residential property where the effective date is before 6 April 2013 must be made on or before 5 May 2014. Claims made after that date will not be accepted. The relief could be used to reduce the amount of stamp duty land tax payable in areas designated by the government as disadvantaged.

SA returns

HMRC are sending out brief versions of some self-assessment notes with tax returns this year. These concentrate on the areas taxpayers often get wrong, and use everyday language and visuals. Taxpayers who are not in business but who want to register for self assessment, can use the new online form SA1.

Albania agreement

A first-time comprehensive double taxation agreement between the UK and Albania was signed in Tirana on 26 March 2013.

VAT online

HMRC have announced that their VAT online service will be unavailable between 6am 4 April and 6am 6 April 2013.

Updated notices

New versions of VAT notices 179 “Motor and heating fuels” and 700/56 “Insolvency” have been published. They replace the previous ones from October 2012. Details of the changes can be found in paragraph 1.2 and paragraph 1.1 of each notice respectively.

VAT gap

The second estimate of the VAT gap for 2011/12, based on full-year consumer expenditure data, has been released.
