PCS comes to agreement with taxman over jobs

The Public and Commercial Services Union (PCS) has suspended industrial action at HMRC, after negotiations with department bosses led to agreements on job reductions, privatisation and attendance management.

Two short walkouts of Revenue workers had been planned for this week, but they have been put on hold for an initial period of two months to allow for further talks on the issues in dispute.

The accord between the PCS and the taxman confirms the guarantee of up to 1,000 new jobs, addresses the use of temporary and fixed-term appointments, and commits to the union’s full involvement in HMRC’s current trial of using private companies to run contact centres.

PCS welcomed the Revenue’s commitment to work with trade unions to bid for extra funding for the department’s work to close the tax gap, to properly assess the effectiveness the taxman’s attendance management policy, offer thousands of temporary staff members the opportunity to apply for permanent jobs, and give recognition that “HMRC people are preferable to deliver public services”.
