I know each of these publications having used them all over the years but I intend to set aside preconceived thoughts or personal preferences. The table at the foot of this article provides an overview based on first impressions.

The best way to test and review these books is to pick a subject to compare and contrast their coverage. I will also give my personal thoughts on layout and ease of use and general technical content.

Tolley’s includes several indices: a table of statutes a table of statutory instruments a table of leading cases as well as the usual A to Z index. Additionally the inside cover lists a ten-year summary of rates and allowances with the main social security benefit rates for 2011/12 listed on the inside back cover.

Bloomsbury’s publication has the usual A to Z index at the back but it...
