HMRC issue 40,000 incorrect SA316 notices

HMRC have confirmed that around 40,000 SA316 notices, intended to remind taxpayers to submit a self assessment tax return for the year 2010/11, were sent out showing the incorrect tax year for the return required: 2009/10, rather than 2010/11.

A Revenue press spokesman explained that an error in the Fujitsu Print centre meant the SA316 notices were put into the wrong batch.

Taxpayers who received the correspondence with the erroneous 2009/10 reference will be sent a letter of apology along with a new SA316 notice, giving the correct year for which a return is required. They will be asked to destroy the original notice.

Do we think the sending out of 40,000 incorrect notices is an error? Well obviously it is. Will this error have an attendent cost? Well again obviously it does beacsue new notices will have to be issued and letters of apology included as well.

Now the big question. Did this error occur because of a lack of "reasonable care"? 40,000 notices with the wrong year printed on them. I believe so.

So what level of fine should be levied?
