The Treasury has launched a consultation on travel and subsistence schemes implemented for temporary workers paid the national minimum wage (NMW), which can adversely affect a worker’s entitlement to social security benefits.
The consultation proposes changes to the NMW Regulations so that expenses paid for travel to a temporary workplace, which would be free of tax and National Insurance, would no longer count as pay for NMW purposes.
