'Tax relationships are changing,' says new CIOT president

HMRC’s new powers regime will be the main focus of the Chartered Institute of Taxation over the next 12 months.

The organisation’s new president, Andrew Hubbard, set out the theme for his year in office, saying, ‘The relationship between taxpayers, tax advisers and tax administrators is changing.

‘It is very important that the taxpayer, the tax adviser and the tax administrator clearly understand the new rules, making sure that [they] work fairly, and that the safeguards are properly respected [by the Revenue],’ Mr Hubbard told delegates at the annual CTA Address (which was given by Teresa Graham CBE of Salix Finance).

He took up his new position at the CIOT during the institute’s AGM, replacing KPMG’s Nick Goulding, whose presidential motif was green taxes.

Mr Hubbard is an award-winning tax writer who works as the national tax policy director of Tenon Group, where he specialises in the taxation of entrepreneurial businesses and their proprietors.

He is closely involved in the technical work of both the CIOT and the Association of Taxation Technicians, and he takes a particular interest in the taxation of smaller businesses.
