This book addresses the construction industry scheme after the implementation of the new legislative regime on 6 April 2007.

At the time of writing there was little or no experience of how the new — and much more aggressive — rules would work in practice.

One hopes that in future editions there will be more reportage of the experience of dealing with HMRC as they flex their muscles — anecdotal evidence suggests that some 40% of gross payees have had their status as such adversely reviewed.

In particular HMRC's instructions have now been published and so slightly more guidance on official interpretation is available to gloss the meaning and operation of the law.

Grant Thornton's CIS team adopts a narrative approach and talks the reader through the legislation step by step.
