The above article Taxation 4 January 2007 page 1 does not reflect the genuine efforts that are being made by HMRC to engage with the tax profession.
There is clear agreement between HMRC and the tax profession that we need to modernise and design a set of powers that are more tailored and proportionate to the behaviours of different customer groups. The outcome of this work will be a set of powers reflective of a 21st century tax authority that streamline those of the predecessor departments and which provide clear and proper safeguards for taxpayers.
Having the right framework of powers deterrents and safeguards is a key element in securing the benefits of customer service and of effective and efficient operations from the creation of a merged department. There is also broad agreement with the underlying...
