PROFESSIONAL TAX INSTITUTES have a difficult balancing act to perform. They need to establish high standards for membership in order to maintain their standing both among the tax profession and potential clients. This will inevitably involve potential members in a demanding programme of study in order to pass their exams. But on the other hand they have to recognise the needs of those students and their employers and create an exam system which fits the professional world in which they live. This is leading many professional institutes to reconsider their exam structures and look for something more flexible than the 'pass — refer — fail' approach that has been the typical pattern until now.
