Domicile

Dawn Primarolo was asked what changes had been made to the residence and domicile tax rules in the light the 2003 review. She answered that the 'review is ongoing'.
This review certainly has been going on for a long time. However, as Francesca Lagerberg, chairman of the Tax Faculty says, 'any change would be likely to result in losers and thus politically there are problems with finding a new route. This has placed change on the “too difficult pile” for the better part of 20 years'. She hopes that 'if any proposals ever make it off the drawing board, the Government will keep to its commitment of full consultation and build in plenty of time for a review of the practical issues change would bring'.
