The notion of exempting charities from VAT was raised in a question recently. Dawn Primarolo replied that an exemption for all charities, of which she said there were some 250,000, would cost 'between £500 million and £1 billion'. She added that the Government feels that resources 'are better and more effectively deployed through targeted initiatives rather than through a general VAT refund scheme'. However, she promised to 'consider the matter again'.
