I refer to the 'Local banking' item in Update (Taxation, 8 September 2005, page 624). Leaving aside the question of whether or not the Inland Revenue is allowed to refuse payment of tax liabilities in person, there is another problem associated with this decision — the banks will not accept payment without a pre-printed payslip.

During the last few weeks I have been told that I cannot pay VAT and corporation tax liabilities on behalf of clients despite having full account details and reference numbers. Taxpayers and advisers will have to realise the importance of having the payslip with them when making payment.
On a slightly more lighthearted note I was told that I could not pay money into the HMRC account (held at the Bank of England) because of the money laundering regulations!
