Tracking changes

Mike Truman's article about the difficulties tracking changes to HMRC manuals ('Ch-ch-changes' Taxation 11 August page 509) strikes a chord with many like me who work for the Department. We have similar difficulties.
In a similar vein an article appeared recently on our internal Intranet announcing that not only had the former IR Regional Offices been disbanded but the Area Management structure — only recently completed — was also being abandoned. Within days the sentence containing that news mysteriously disappeared. Only when this was queried was a further announcement made that there had been a mistake and Area structures were not being dropped entirely.
On the subject of Business Economic Notes none have appeared for years.
