Mike Truman's article 'Once is happenstance' (Taxation, 21 October 2004, page 55) wondered whether or not the UK domicile and residence laws will ever be reformed since it has been more than 18 months since the issue of the Inland Revenue's 35 page 'background paper' eliciting comment.

If I'm not mistaken (and possibly I am — since the Government has a penchant for 'consultative' documents and it's easy to miss an outcome here or there) this is not the only consultation that has gone presumably temporarily missing. I'm thinking here of 'Delivering an incentive for membership bodies to provide work for development: a discussion paper'! This was announced in the 2003 Pre-Budget report and published in December 2003.
