Taxation 18 January 2001 page 358 draws attention to the new penalty the Inland Revenue has introduced to reinforce the requirement that newly self-employed people should notify us immediately they become liable to pay Class 2 National Insurance contributions. As you point out the penalty is part of a package of measures introduced in the light of Lord Grabiner's report on the informal economy. The aim of these measures is to ensure that everyone starting up in business has access to help and advice and that people do not drift into the informal economy through ignorance of their obligations.
