Hartnett and Clasper's replacements named

HMRC have announced the replacements for outgoing bosses Dave Hartnett and Mike Clasper.

Under the title of tax assurance commissioner, Edward Troup, the Treasury’s director general for tax and welfare, will take over from Mr Hartnett, the permanent secretary for tax who is set to retire at the end of the month.

Mr Troup, formerly a tax lawyer with Simmons & Simmons, will report directly to Revenue chief executive Lin Homer and be responsible for shaping the department's tax policy, strategy, and professionalism.

He also will oversee and provide assurance of large tax settlements, and sit on HMRC’s executive committee.

WSP Group chairman Ian Barlow will succeed chairman Mike Clasper, who is reaching the end of his contract with the taxman. Mr Barlow's role will be that of lead non-executive director, in accordance with the code of good practice introduced by the government in 2011.

The Chartered Institute of Taxation (CIOT) welcomed the two men's appointments, with the body's president, Patrick Stevens, congratulating Ms Homer on her choices for the roles.

'Edward Troup and Ian Barlow are taking on vital positions and both will strengthen the governance of HMRC,' he said.

'The CIOT has regularly said that HMRC need additional experienced tax professionals at the top of their organisation, and Edward and Ian certainly fit that bill. We look forward to working with both of them and continuing our constructive engagement with HMRC.'
