Letters are being sent by HMRC to some businesses, asking to arrange visits to carry out pre-return business records checks, under the provisions of FA 2008, Sch 36.
The Revenue has confirmed to the ICAEW’s Tax Faculty that the checks are proceeding on a ‘test and learn’ basis with no penalties, although the letters do not make the position wholly clear, despite the recent consultation that indicated the work would not be launched until the autumn.
The faculty hopes to meet with the taxman's representatives to discuss concerns regarding the early start to the checks.
The deputy president of the Chartered Institute of Taxation, Anthony Thomas, claimed HMRC have given ‘the strong impression that they [are] proceeding... prematurely and without listening to consultees’.
